Inspection Affairs Division
Return to Division Description
Specialists at the Inspection Affairs Division, who are strictly qualified, conduct inspection, review and confirmation of safety management for nuclear installations from a neutral and fair position based on scientific and rational judgment of safety legislation and regulation.
Inspection, Review and Confirmation of Safety Management for Nuclear Installations
Important activities are conducted for inspection, review and confirmation of safety management, as part of the safety regulations based on the Electric Utilities Industry Law and the Act for the Regulation on Nuclear Source Material, Nuclear Fuel Material and Reactors.
These activities can be generally divided into three categories: (1) activities conducted with the notification of the National Government, (2) activities conducted based on the application from a licensee, and (3) activities conducted in accordance with instructions from the National Government.
1.Activities Conducted with the Notification of the National Government
Pre-service Inspection
Important systems and equipment of nuclear power plants*1are checked for their conformity with technical standards prior to use.

Implementation of periodic inspectionFuel Assembly Inspection
Nuclear fuel material used for nuclear power plants are verified for their conformity to the technical standards.
Periodic Inspection and Periodic Facility Inspection
During the operating period of nuclear power plants, the systems, equipment, etc. especially important to safety are verified for their conformity to the technical standards.
Check of Radioactivity Concentration
The measurement and evaluation method of radioactivity concentration conducted by electric utilities on the waste generated at nuclear installations are verified.
*1 Include reactors at the research and development stage.
2.Activities Conducted Based on the Application from a Licensee

Implementation of reviewPeriodic Safety Management Review
The implementation system of the periodic lisensee´s inspection conducted by utilities at nuclear power plants is reviewed.
Welding Safety Management Review
For welding of important systems, equipment, etc. during the construction of nuclear power plants, the implementation system of inspection on welding operators conducted by electric utilities are reviewed.

Confirmation of consignmentsWelding Inspection
During the construction of reactors and nuclear fuel use facilities, etc. at the research and development stage, welding of important systems, equipment, etc. are verified for their conformity to the technical standards.
Confirmation on Consignments and Transportation Methods
Consignments and transportation methods for shipping nuclear fuel materials or other radioactive materials from nuclear power plants or other facilities*2 are verified for their conformity to the technical standards.
Confirmation of Outside Disposal
Measures to dispose radioactive wastes and materials outside nuclear power plants or other facilities are verified for their conformity to the standards.
*2 Include nuclear power plants, refinement facilities, processing facilities, reprocessing facilities, spentfuel storage facilities, waste burial facilities, waste management facilities, nuclear fuel use facilities, etc.
3.Activities Conducted in Accordance with Instructions from the National Government
On-site Inspection
When the National Government gives instructions to JNES, the organization will conduct inspection of important facilities and equipment in accordance with instruction.
Activities Related to Technical Assistance to the Nuclear and Industrial Safety Agency (NISA)
Confirmation of maintenance plan
The Division conducts a verification of validity with regard to the check plan for the facilities and equipment of each nuclear power station.
Comprehensive evaluation of safety preservation activities
The Division collects and preserves in an orderly manner the information on periodic safety management review, periodic inspection, safety inspection, etc. for each power plant, and conducts comprehensive evaluation based on the performance indicator evaluation method, safety importance evaluation method, and so on.
Efforts for Improving Capabilities as the Inspection Experts Organization

Training at the Nuclear Safety Training CenterInspection Experts Organization
The Division regularly offer upskilling training to study specialistic skills and technological knowledge for inspection and review, as well as qualification program and practical courses to give inspector qualifications specified by law.
In response to advanced maintenance technology, The Division also offer practical training using the state-of-the-art equipment at facilities such as the Nuclear Safety Training Center.
